Positive reinforcement:
- Employers can create suggestion areas for new/improved ppe
- Employers can also look for proper use of ppe and reward employees with money or praise
- Employers can have contests for ideas or compliance with PPE requirements.
Consequences:
- An employee can be fined for not wearing PPE on the site
- If the employee is negligent in the wearing of ppe the insurance company can deny an injury claim.
- Employee can be reprimanded or sent home without pay if they choose not to comply
The best companies have a culture where employees hold each other accountable because they care about each other and the image of their company. This is the best way to address it is to expect compliance and reinforce the expectations.
Ken’s Answer
With non-union facilities the answer is not as cut and dry. The good companies use behavioral based safety techniques where they award employees for demonstrating the appropriate safety actions rather than disciplining those that are violating safety policies. In situations involving not using appropriate PPE, the first step should always be in understanding why the employee chose not to utilize the PPE. It may be because it was not available, or the PPE provided has limitations that make the performance of the job more difficult, or many times because it did not fit the employee properly. This information allows the company to make the necessary changes to ensure the use of PPE by offering different sizes, making the PPE more accessible to employees, or maybe changing the type of PPE to one that is more suited for the operations.

good company have a well established safety program that include training and awareness. These programs are to protect you and others and should not be taken lightly. Companies may give written and verbal warnings, but if the infractions is flagrant enough, they will terminate you. In engineering and construction there are many hazards that can be managed with safety awareness, procedures and equipment. If you are not willing to abide by company established safety programs you need to persue a different career with less hazards.
