There are many places that will offer an amazing study abroad experience for IT. During my time in college, I studied in London, England and Florence, Italy. I thoroughly enjoyed both places but they were very different. London was great because everyone still spoke English but I still had the opportunity to learn about a new culture and explore a new city. It was also very easy to travel to other places in Europe from London. In comparison, studying in Italy was a little bit more difficult due to the language barrier but many people still spoke English so I had no trouble getting around. It was also great to learn about a culture that was fairly different from anything I had involved in. Both of these locations were fairly developed so they both had great services to learn about IT.

Barcelona, Spain

Dublin, Ireland

Perth, Australia

Rome, Italy

Many countries and universities provide high standard IT curriculum. It depends what expectations you have and what your criteria are (language barrier, distance from your family, majors and minors of the program, etc.). The Moscow and St Petersburg universities in Russia are praised for their developers program. At EMC where I used to work, we had developed a specific program where students could give some of their time and help develop programs, and we would provide training classes, internship, etc. I got great engagement from those students. And some of them were hired as junior IT Engineers.

In Beijing, some universities are focused on Neural IT and AI. At Dell, we have a big pool of AI engineers who created special knowledge sharing sessions around Neural for their colleagues around the globe.

It really depends on what speciality you are looking for in IT. It can be interesting also to check where the major IT companies are settled; for example there are many IT companies in Beijing (China), Dublin and Cork (Ireland), or Mumbai (India), such as Microsoft, Apple, Dell, etc. They rely on the best local universities to hire their talents. The countries with the best quality of education overall are United States of America, United Kingdom, Canada, Germany, France, Australia, Switzerland, Sweden, Japan, and Netherlands. I think it would help a lot if you research which educational institutions offer the best IT curriculum outside of your home country.
