Hi Alexa,
You have several questions within your question. You did not mention if you have a specific genre of photography that interests you. So, I'll give you a generic answer to your questions. You can be a photographer without a college degree and a photography degree does not guarantee success as a photographer. However, I do believe that a college education is an excellent investment in you and your future. The requirements for a professional photographer: a complete understanding of how to use a camera and various pieces of photography gear, the ability to produce outstanding images consistently for yourself and/or your clients, a solid understanding of running your business and a website with your best images. If you want to be a working photographer, this is the short list of the knowledge you need to attain.
You can gather this knowledge from school, books, the internet and talking to working photographers.

There are going to be many different answers to this question. Photography isn't just one base note, there are many different fields of this industry & depending on which specific area of photography you want to master, that will be completely up to you to decide on. My suggestion is going to be:
If you are a beginner & wanting to learn more without invest a lot out of pocket (to get your feet wet) (also photography isn't a field of getting cheap product to produce) try going to a Technical School/Workshop to see if this field you will like/understand. If you want to continue to grow in knowledge/skill I'd definitely not only have a mentor in photography with years of experience but also do your own research on learning about what Colleges are going to benefit from your own personal gain.
Is it going to help you move ahead? Are you going to learn about how to network? Are there different organizations I can be a part of to continue to grow after College? Ask yourself these important questions!

If you love photography & want to excel yourself then, go for it! You have one life to live! Do it! What do you have to lose?
