How can I earn a masters in both Fine Arts and Education without going to two graduate schools if one can only earn a degree in one or the other?

It sounds as though you are saying the graduate school only allows students to pick one major. Students can complete more than one major and schools offer minors as well.
You said Education. What specifically?

You may be able to major in one area and minor in the other.
Congratulations on being interested in finding the right career to follow.. It takes a special person to enter into a specific career field and meet the demands which that career area presents. The first step is to get to know yourself to see if you share the personality traits which make one successful in that area. The next step is doing networking to meet and talk to and possibly shadow people doing what you might think that you want to do to see if this is something that you really want to do, as a career area could look much different on the inside than it looks from the outside. When I was doing college recruiting, I encountered too many students, who skipped these important steps, and ended up in a career/job for which they were ill suited.

I'm a little confused about your question. Are you interested in a career teaching something and a second career as an artist (or vice versa)?
However, If you are interested in a career in art education, then you would get a masters, an MA or MS in art education. No need for two degrees. Requirements for entry into art education masters degree vary, but you will need a certain amount of credits in studio art.
