Is the punctuality and dedication to be a criminal investigator important?

Punctuality and dedication are going to be a prerequisite for a successful career not only as a criminal investigator, but for any position out there. It doesn’t matter how smart, capable and competent you are, if you’re habitually late, be it to work or on deadlines, you run the risk of undermining your professional reputation.
Sachin is right on the money. No one cares how smart or insightful you are if you cannot follow rules. As a criminal investigator, you won't be working solo-- you will either have a partner, or be on a team, and you will definitely have a supervisor. Be late a few times, and you will be deemed as someone who is not dependable.
This goes for any profession.

Both of these qualities are important in any career you have a desire to be successful in, Unless you want to go into politics and even them people expect you to turn up on time
