Having worked with welders quite a bit the best way to advance your career to simply be very good at your craft. The typical career path I have seen for welder's is:
1. pipe fitter
2. welder
3. foreman
4. site supervisor
Keep in mind this is for those who wish to pursue construction management. If all you want to do is welding, then just be good at your craft. Word of mouth is how most welders find projects to work on and if several foreman from different companies know you can weld quickly and accurately with good measurements than you will always find work. Also every welder always has their work X-rayed at the start of new job and then typically 10-15% of your welds will be x-rayed after that so you can never let you quality slip.
