A person who are knowledgeable on working on ships deck such as handling mooring line ropes , monitor the cargo operation while in port,practicing good seamanship at all times and while at underway assist the duty officer the safe navigation.

It depends on the individual. I have worked with ABs who have worked in that position for their entire career, so 30-40 years.
I have also worked with many 3rd and 2nd Officers (mates) who started their maritime careers as Ordinary Seaman and then upgraded to AB then to being an officer.
