From my experience, a supervisor is over the foreman. He makes larger decisions on the build and communicates thks to the foreman of a crew. The foreman will then typically deal with physical aspects of the task and relate progress to the supervisor.

Supervisor make decisions and work schedules then hand down to Forman then he distributes the work from there.

A superintendent, project manager, or general contractor typically oversees the entire project from demolition to punch. They are responsible for keeping the project on schedule and within budget. This could include scheduling trades and ensuring that they produce high quality work to ensure that their punch list is minimal (items that need to be fixed or redone correctly). They may also be in charge of obtaining permits, passing inspections, and ensuring compliance with building codes. In addition, this role usually acts as the liaison between subcontractors and clients. Communication is key to being a successful supervisor.
