Trade schools in our area haven’t been too impressive. Union halls can help. I personally received “on the job training” and continue to this day to learn.
Ask employers in the area, they are likely to recommend a trade school or if you have enough basic skills and initiative possibly willing to take you on as an apprentice.

Hobart or Lincoln offer excellent welding school. Community colleges offer welding courses. Shipyards in Groton, CT or Newport News may have opportunities.
