I was a medical tech for a while. We had to draw blood on volunteers. It all depends on the person that you are drawing blood from. Younger, healthy people generally have better veins. Those people that work out and have less fat have better veins (the muscles push out the veins towards the skin). Older folks have veins that sometimes fall apart when you are drawing blood. Small children have small veins (that makes sense, right?) so it can be harder to hit the vein right. But over time, and with experience and the right needle, you can get pretty good at drawing blood.
