You might want to try promoting the local cat cafe through advertising. Draw up flyers and posters, take out an ad on the local newspaper and/or online magazine (I highly advice to still go through print media, you never know who's reading it as they may have the money and the desire to interact with cats!), share about it through your social media channels.
But if possible, before going out and telling everybody about that cat cafe, I encourage you to get permission from the owner(s) first. If you can create a marketing/advertising/promotions plan with them, even better! It would be a great idea to see who you want to visit the cafe, who are currently visiting it, where they come from, their ages, even their genders. Try to plot out what strengths, weaknesses, opportunities, and threats the business experiences on a daily, weekly, and monthly basis, and then create your game plan from there. This is called strategic business planning, and it can be applied to any work- or business-related situation down the line. It's something I have done every day working for some pretty cool companies.
I have a soft spot for cat cafes, they have helped city folk like me get used to animals. I could never get them for myself, but for an hour at least once a week I could play with them and pretend to have them as my pets. Some friends and I tried to promote a local cat cafe, but because of the high venue rental fees, it closed down after a few years. Hopefully, your story ends better than ours.

Hi Avonleigh! I love that you want to help the cat cafe! I have done a lot of volunteering at our local humane society, and I have found the best place to start in having a simple chat with management. Good topics are supplies they need and if there are volunteering opportunities. To draw more people in, bring your friends!

It seems to me that you can approach this question with two potential solutions but of course, have a chat with the business owner first to get their buy in. First is to advertise on social media or through other channels to increase awareness. This is the most direct way to get more people/attention as you said, but there is also a business aspect to it. If you would want to have more people visiting the cat cafe (which is a business), it is inevitable that you need to improve the business and make it more efficient and more profitable. That way the business can expand and there will be enough funding for advertising to draw people's attention to the great cause you are a part of. Hope that helps!
