In all industries, advancement is a combination of several factors. Your skill level and experience - take training, certification, or apprentice program in your area; MIG or TIG welding are used for different projects. Apply to an entry-level job at a company that offers career advancement. Join your local welding society; in the US its the American Welding Society - attend meetings, review their website, and read industry blogs/articles to learn about new technologies, safety measures, and forecasts for new jobs. Do the same for the industries that use welding: construction, oil/gas drilling, HVAC, and more.

First of all, to advance you need to be skilled in this craft. Remember, everyone starts at the bottom. Learn everything you can from individuals who have spent years doing it. If they're willing to invest the time to help, be grateful and retain all the information they pass to you. Also, your work ethic is what people notice, especially supervisors or foremans. I will not leave out the fact that networking is also a big factor. To sum up your question, to advance in welding you need put forth the effort/work ethic, dedication to building your welding skills, and networking with other employees.
