Hi...9 std is the perfect time to determine what you want to become and start working on it....if you are already in 9std you would have an extra subject like computers or economics etc...try keeping computer science as your main subject for 11 std and 12 std and get 80% or more in your board exams especially in physics chemistry mathematics....you will have to give National Level Engineering Entrance Exam like JEE, JEE advanced,AIEEE,BITSAT after which you will get invites from colleges, you can refer to http://www.exacthub.in/2014/01/engineering-entrance-exam-list.html

Software development, like anything where you create something, is a skill you learn by doing. It is critical that you do more than just study it, you must practice it as much as possible. Do it for hours every single day.
Start by learning the tools such as git and Visual Studio Code (or other IDE of your choice). Then focus on a single programming language. Do some Internet searches about popular programming languages so you can find one that you think you can dive into, and will make you marketable as an employee. Go, Java/Node.js, Python, and C# are popular and widespread languages. Don't learn a newly created language as it may not be adopted by the industry and you have a skill no one wants. You can branch out to other languages when you become proficient in your first one.
As you write code, keep it in a code repository such as Gitlab or Bitbucket. Then put a link to your repo on your resume. Proof that you have the skills a company wants will put you ahead of the competition much more than a college degree.
Finally, in addition to the above, become highly fluent in English. Clear communication with colleagues and customers is critical to your continued success, and English is the de facto language of business worldwide. I work with a lot of Indians both as colleagues and as customers. The ones with a mastery of English are the ones with titles such as Lead, Principal, or Director (and have paychecks to match).
