Lots of games don't require art skills. Some games are totally free from art, like a text-based game, or have very simple graphics, like basic 3d geometry.
But there's also many freely available sources of game art, like Open Game Art or itch.io's free assets, or tons of freely available 3d models and textures. The same is true for music and game sounds. If you search for 'free game assets' there is a treasure trove out there. Just always make sure to look for a license, a lot of free assets are only (legally) free to use if you give the artist credit.
You can even make a game using free assets that don't look quite the way you envision, and then work with someone more artistic to get the sprite sheets or textures that are closer to your vision once the game is complete.
