There are major shipyards in Seattle, San Diego, San Francisco, Ketchikan, Houston, New Orleans, Mobile, Jacksonville, Tampa, Norfolk, and Boston. The oil and gas industry has a major presence on the gulf coast.

This is a pretty broad questions. You can narrow your options by a few things
1)Look for organizations that have travel in their job descriptions, some send welders all over for work
2)Pick an area of the country that has good job options but would also be a good "base" for your personal travel on your time off (e.g. if you are interested in the mountains and many national parks, perhaps a spot on the west coast would be a good central location for you; if you are interested in a lot of beach vacations, look for somewhere along the coast; if you are interested in predominantly international travel, where can you place yourself near a large airport that has a multitude of international flights, often making the cost less).
