Government of each country have Civil Aviation Authority CAA. or. FAA Federal Aviation Agency to control and regulate all the commercial and private aviation activity by certifying the airplanes and pilots who fly them and maintenance engineers and technicians. CAA has also regulatory control over Flight Training Schools FTOs which are engaged in training cadet pilots by offering module courses and giving out flying instructions and lessons. In short Aviation is highly regulated business, all the aircrafts are registered in their country of registry and carry certificate of registry C of R, certificate of maintenance C of M and Radio license in the flight deck of that airplane.
The FTO has instructors who are already certified by CAA or FAA who train the pilots individually mostly on the single engine aircrafts and eventually issue them Private Pilot License PPL or CPL when all the course and minimum flying hours requirements are met by the trainee pilot. The license is then issued by CAA or FAA.
To start to become a pilot, you need to be 17 years of minimum age and 10th grade school certificate and need to contact the FTO or flight training school for PPL or private pilot License or commercial pilot license CPL. You will be issued SPL Student Pilot License initially. After CPL you will need to get ATPL airline transport pilot license.
Applicant for SPL will need medical class 2 certificate or higher and shall be capable of speaking, reading and understanding English Language and applicant shall need security clearance from local police. An applicant can fly up to 3 hours with out SPL. The PPL license will require knowledge of radio telephony, knowledge of air law and air navigation.
PPL needs satisfactory completion of basic flight training in accordance with approved syllabus with approved flight trying school, aeronautical experience of at least 50 flying hours including skill test as a pilot of an aero plane which includes 10 hours of solo flying hours under supervision of Authorized Flight Instructor
