From my experience, having a degree in engineering will help to prepare you for any future career that you might find yourself interested in. An engineering degree will help you learn to solve complex and diverse problems; whatever they may be and in any field of work. To prepare for a degree or career in electrical engineering I would take plenty of math classes, constantly question how the mechanical/electrical world around you works, and rip open any and all small gadgetry you can get your hands on!
Post high school, you should look for a reputable school that offers an Electrical Engineering (EE) program. From there you will build a foundation that will allow you to excel in any craft or trade of your desire (like plumbing, electrician work, or networking/IT).
Plumbing and EE do not have too much classically in common, however a degree in EE will allow you to become a plumber or electrician easily. A certification and apprenticeship to become a plumber or electrician (which would not require you to necessarily go to college) would not help you in obtaining an EE degree.
Good luck!
