This depends on which country and university/college you are planning to study in. Most universities do charge higher tuition for international students (typically two times the tuition paid by citizens of that country). But the tuition in absolute terms might still be cheaper than some colleges in the US. Asian universities are much cheaper and the top colleges offer excellent education. And with future growth in Asian counties expected to be several times the growth in developed markets, having international exposure can be a huge benefit. Germany and some other european countries offer very low (or free) tuition even for international students but you would be required to learn German (or whichever language the medium of instruction is in).
Finally, consider the reasons for studying abroad and the actual colleges you are planning to apply for and make a cost benefit analysis

It depends on the university you are at and the program abroad you want to do. For instance, it was cheaper to study abroad because I was an out-of-state student at a public university and found a program that would save me money by going abroad. Granted, I also was able to pay in-state tuition at my home university instead of out-of-state, but I encourage you to speak to a study abroad counselor because they will found a program that is right for you. And usually, there are scholarships you can apply for that go specifically towards people studying abroad to help lower the costs.
