If you are interested in an investigative career within the FBI or similar agencies, I would suggest considering a career as a Forensic Accountant! Forensic Accountants work in various industries, including with national security organizations such as the CIA or FBI, to support efforts to 'follow the money' and to organize, analyze, and report financial data key to making criminal arrests. I don't know if you've seen the TV show Ozarks but the character Maya Miller works for the FBI as a Forensic Accountant and it's certainly a rewarding and safer career with less likelihood of being in those high risk situations you mentioned.

I would say for a job in the FBI with low risk you could look at anything that is in the forensics area, many of these positions are working in the laboratory, so if you like that type of work environment then that might be a good spot for you to begin your search, there are Lab Technicians, Chemists, Biologists, and Cryptanalysts-Forensic Examiners to name a few. There could be a lot of functions in the FBI that are not high risk. I'm thinking the administrative functions.
