Yes, absolutely, you can be a pilot! I do not know the requirements for getting a pilot's license in the Philippines, but in the U.S. it requires a minimum of 250 hours of flight time (FAR 61.129). Good luck!

Alan is correct. You can start flight school without a college degree. Some employers do prefer candidates with college education, but it definitely does not have to be in an aviation related field. Look for information on flight schools. Some flight schools in the US have partnerships with other countries to teach people from those countries to fly here in the states on a Student visa. As of 2020, some of that may be halted, but may resume once things get back to normal. Best of luck!
