Hello Cordell. I would start reaching out to local police departments, sheriff's offices, and fire departments, and ask if they have any youth programs. One of the most common is the "Explorer program." The program is similar to the Boy Scouts, but focused on vocational training as opposed to camping and the outdoors. You typically must be 15-21 years old, and participate in weekly or monthly trainings. You typically receive a uniform and equipment, and get to participate in "ride-alongs" where you shadow an officer or fire engine crew for their shift.
I was an explorer with my local sheriff's office and fire department when I was your age! Some organizations may refer to their youth programs as Junior Firefighters, Cadets, Explorers, or Youth Auxiliary.

There are many more options available once you turn 18. If you have any additional questions, let me know!

You could talk to a counselor at a community college about a criminal justice degree. Another option would be to join the military and be a law enforcement officer or firefighter in the military. Good luck!
