Call the Small business Administration (SBA). Ask for SCORE. These are people who are already in business who are willing to give you free advice.

I agree you need to confirm the details of starting a business in your area. The Small business Administration is a great resource. Like Richard mentioned finding a mentor is an even better idea. I was lucky and my father had a small business so i had a close mentor to help me get set up. Even if you find a mentor that is in a different business that you would like to be in, that is ok as its all about getting your self set up. I wish you the best of luck.
