If you are looking into art history, then I imagine that most people are encouraging you to study abroad because that's where the art history really is...the famous museums of Europe and elsewhere that have massive collections of the paintings that you can only read about / look at photos of in the US.
Not to say that the US doesn't have great art museums (we do), but so many of the world's famous artists (in history) came out of cities in Europe...America is a very young country after all.
If you're planning to study in a particular type of art, I think you could find many great, world-renowned schools in the US and pursue a study abroad semester, so that you can get the best of both experiences...I don't think it needs to be a one or the other decision. Many schools have great study abroad programs where you can live and take classes, or have an internship, in another country. I have many friends who had amazing study abroad experiences and would do it again in a heartbeat if they had the chance.
