Jason’s Answer

Per US news it's ranked 36th in Engineering so it's a good school in that respect. What type of Engineering? Engineering is very broad, you can be anywhere from a electrical engineer to a software engineer. I would recommend reading the UCI subreddit (https://www.reddit.com/r/UCI) to try and get an idea of how your major/campus life would play out

Yes, UC Irvine CA is a good school for engineering. Any engineering school in the UC system is good. The best ones are UCLA, Berkeley, UCSB, and UC Davis. The California State schools are also very good and much lower cost to attend. Notable California state schools are San Jose State and Cal Poly San Luis Obispo.

Peter’s Answer

I cannot tell you specifically the quality of UC Irvine's Engineering School. However, I can state for a fact that my Alma Mater, UC San Diego, has an excellent Engineering School. The Jacobs School of Engineering is very highly regarded. And UC San Diego is one of the top three UC campuses. Not to mention that a world class beach is located just one mile down the hill in La Jolla (Scripps Beach). :) This university is not that fall from your home in West Covina, if that is a consideration.

Peter recommends the following next steps:

I suggest that you look into Jacobs School of Engineering and arrange for a visit to UC San Diego. Its a beautiful campus and you won't be disappointed.

Can you please let me know which specific field in engineering you are looking to pursue. Overall a good school but your interest in a specialized field will help make it more targeted.
