Hello! There is a broad range of programs, some free and some paid, but there's just enough that you can choose what suits you and your purposes.
To start off, Blender (https://www.blender.org/) is free and can be used for 3D animation and modeling, sculpting, video editing, visual effects, and 2D animation. It takes a while to get used to, but I'm sure a fifth grader will have some fun with it!
Then there's the usual Adobe Creative Suite. I haven't gotten much into it, but I'm sure Photoshop and Illustrator can captivate some kids.
Lastly, there are a ton of apps on iOS ranging from pretty easy to pick up, like Procreate, to difficult but rewarding, like ZBrush.

Adobe Photoshop and the Adobe Creative Suite are a great place to start with digital art and graphic design. If you go to the app store on your iPhone / iPad, you can also download a program called Procreate which allows you to draw on your mobile device and explore your creativity.
