What about your school paper? If it doesn't have one, start one. You could also start your own blog. You might also try writing for a weekly newspaper in your town -- they may pay you by the story. Any published clips you could get at this age would be good for you, but I wouldn't expect to earn much if any money from it.

Just gaining experience is a good place to start. Get involved with your school (if possible) with their newspaper, morning announcements or even yearbook. If that is not an option see if there are any internship opportunities at the local paper, radio, or TV station.
Anything you can do to help you determine what you like/what you don't like and gain experience is important!

I am not in this field, but maybe start a blog or try to work for a local newspaper? This might help develop your journalism skills?

Eventually, you can apply for a general assignment job at a newspaper which allows you to write about any event or topic depending where your editor sends you. But before that look to getting writing experiences at your school newspaper, or your local weekly or monthly papers, magazines etc. You can also start a blog and make it look like a newspaper and write and publish your blog that will have stories about your town or whatever interests you. All these will help you to get an internship at a local newspaper. Get a number of internships and then your first newspaper job.
