Hi Nathan,
A good friend of mine is an HVAC engineer. He designs HVAC systems for larger commercial buildings. He really loves his job - and he is well compensated for it. HVAC can certainly fall under a mechanical engineering degree. Installation and maintenance of HVAC systems is generally taught in a trade school, but actually designing and configuring the systems is a job for a Mechanical Engineer who specializes in HVAC. The following link described in great details the educational requirements and expectations of an HVAM engineer.

-Good Luck to you!

Hi Nathan,
It could fall under Engineering. However, there are training centers and local colleges that offer an HVAC certification.
