Hello. I can absolutely relate to this as I am in the same position 24 years ago (Oh! that reveals the age).
I believe shifting course is not that complicated especially in your case both courses are in line (both College of Science - hope that's right). Also, during the first year, most of the subjects are minor so I am sure those will be credited. If you shift out during your first year and assuming that majority of the subjects taken were credited to your new course, technically you should be good to go to 2nd year. There might be a chance that you can be an irregular student but you can make it up but having a full or overload (hope I got that right again!) in that case you can be a regular student again.
An so, answering your first question on how soon you should shift course... my answer will be ASAP. For me, if you are really decided, it should be either end of 1st sem or before the next year starts. I am sure, you don’t want all that money, time, and effort to go to waste.
However, you will need to do your assignment, i.e. surely there are a couple if not many forms to fill in, speak to your college, to the registrar, I believe you need to get all the necessary approvals before enrolling in the new course. Then, once you have all the logistics at hand, you need to think deeply, weigh the pros and cons, ask yourself if this is what you like to do...etc. Shifting courses can be a time waster and costly when you aren't sure of your decision.
Speaking of the decision, I hope that your decision to change is your own. Choose what you think is best for you and what you think will give you success. I wish you all the best.
