My understanding if that you have Independent thoughts and you want to achieve it through collaborating with academic institutions or companies. First, I appreciate your courage. Second, I think the best way is to write a proposal of your planned project, then approach genetic departments of your interests. You can find the list of faculty's name on universities website. If your research projects is about a specific disease, e.g., cancer, you can also approach the faculty members from oncology department. Some colleges has program/fundign for high school student education. You can ask for that when you approach the faculty members. Good luck with your research!

A lot of companies as well as academic research institutes allow for independent research. An academic institute is more flexible about projects that you can pursue. The catch is to get funding, there are various grants that are administered by agencies like NIH, but there can even be private funding. The grants are usually quite competetive and involve application and an extensive peer-review by other experts in the field.
