As a Chemical Engineering graduate from U of Mich, I can't really recommend an Environmental Engineering school. U of M did not have that official curriculum when I attended and none of my Environmental Engineers graduated from a formal Env. Engineering program. However, my son graduated from Michigan Tech as a Geological Engineer. He was able to experience at Helsinki U (Finland) and join a trip to Switzerland. He was flown to California and Massachusetts for teaching assistant interviews at Stanford, Cal Tech and Harvard, so I feel that Mich Tech has a strong Geological Engineering program.
That being said, it's a lot easier to find an Environmental Engineering job than a Geological Engineering job, unless you are interested in petroleum exploration.

If you are interested in geological (geotechnical) engineering, look into one of the well-know School of Mines such as those in New Mexico or Colorado.

Here is an advice, you could start in civil engineering. After couple of semesters while funishing the basic courses, you will be well placed to decide between geotechnical or environmental paths. They both evolve from civil somehow.
Best of luck.

As an intelligent lawyer once told me... It depends. Find a school that has the basics of what you are looking for and "feels right" to you. Look at the student - professor ratio; do you like large lectures or small classes? Talk to students in the program. Try and ascertain if the school provides a conduit to internships/real world experience while obtaining your degee.
