Programming is going to almost always be a requirement for a game developer. However, you may be able to get into game design by following a more artistic learning path. There are options for animation, 3D modeling, visual effects, digital art, etc. The primary difference between game design and game development is that the designers create new game concepts, mechanics, storylines etc. while the developers make the games from animation through all of the programming necessary.
Game design is a very competitive market, so figuring out how to differentiate yourself is going to be important in order to actually land a job in the field. Start building a portfolio early. This can include game ideas and designs, concept art, stories, etc. You will also want to seek out internships early, even some that may be unpaid.

It isn't required however as tech advances it's more in demand. Instead of designers we need designers and integrators. Instead of just art we need tech art. Having technical knowhow in game engines such as unreal or unity or having knowledge on how to automate and script photoshop are increasing in demand.
