I would suggest to visit with your foreign language / study abroad office. There are many course directions when studying abroad. Some programs are more dedicated to particular focus areas (i.e., a friend of mine who was an art major went to Italy for a summer to study italian art and sculptures), I went to Germany to immerse myself in the culture as I was an international relations / German double major. While in Germany, I opted for political science courses as my electives to progress further, however some classmates were there for the experience of being abroad and didn't have a "fitting" major nor did they know the language.
If you're thinking about a full curriculum and not a semester / year abroad, think about your language skills while you're looking into universities. While many universities offer dual language programs, the expectation for fluency in the local language is key.
Good luck!
