You can start off small. I have a podcast on youtube and I just use the camera and microphone on my laptop. Its really enjoyable I can see why you want to do it.

I love the above answer which incorporates "the hardest part is over".
Thats SO true. There are many channels out there that simply use an iPhone to record their videos and thats it! Breaking the seal and getting your content out there (if its for a youtube channel, website/blog, comics artist/writer etc) is the #1 advice I can give.
The path from your creative ideas to a potential audience is the shortest its ever been, wrap your arms around that!

Wonderful, the hardest part is over, deciding to take the plunge! It has never been easier to allow your voice to be heard. As Samantha said above, just using your default tools is enough to get started and start practicing. The only thing I would add is to play up that angle! Own the "garage band" mentality and make a big deal when you DO get a bit of an upgrade here or there. "Guess what folks, you can now hear my reeeeeeal voice because I FINally upgraded my mic!!" etc etc
