I think the answer is the same in any work environment. You advance based on your performance on the job. This would mean advances in pay, authority, responsibility, job title, etc. Also, the performance is comprehensive performance. Sometimes this is referred to as the QQS Rating.
1. Quality exists in your work and job performance in every detail and you always looks for ways to improve the quality of work.
2. Quantity of work that you produce is always the highest each day. In addition, you have the intent to increase that quantity as your experience and time in increase.
3. Service means that your work is performed with the highest degree of agreeable and harmonious behaviour between yourself, your coworkers, your employer, and your customers.
If you can make a commitment to follow these three simple principles, you can ensure yourself of rapid advancement in your career of choice.
Best of luck.

It could easily be both, yes to get hired in upper roles you have to have experience, but you can also get there by being with the company over time which will make you have the experience you need. If you think about it a huge company wouldn't hire a newly graduate with no experience, it takes time, to work your way up.
