State Law Enforcement may not have the requirement as a US Citizen. You could start there and work you way to the FBI after becoming a US citizen. Look for state law enforcement with Police in the name and not just Patrol. Agencies with Police usually have more investigative roles vs patrol only.

The FBI requires one to be US citizen and be able to acquire clearance to top secret information. You can find more about general requirements here: https://www.fbijobs.gov/career-paths/special-agents/eligibility. But, don't be discourage. If you are good at a particular skill, you can apply for US citizenship which can then allow you become a FBI intern or agent in a few years. Here are some open internships and their requirements on top of being an US citizen: https://www.fbijobs.gov/students/undergrad.
