Hi there! You can always consider online courses. I found some free resources here:

- edX (https://www.edx.org/search?q=data%20science&tab=course). I think they are a good starting point because they provide courses from good universities like Harvard and Princeton.

- Coursera offers financial aid if you try completing one of their forms and they have multiple courses available (https://www.coursera.org/courses?query=free%20courses%20data%20science). To get to the financial aid form, click on "Financial aid available" next to the "Enroll for free" button. (e.g. https://www.coursera.org/professional-certificates/ibm-data-science)
note: even if the enrollment is free for courses on Coursera, it is usually a trial so you'll be able to access the course only for, let's say, 30 days

- If you want something more related to ML: https://techdevguide.withgoogle.com/paths/machine-learning/

You can always look up more resources on Youtube or just google "top free data science courses" and maybe find one that you enjoy more.

Note: If you are actually more interested in Computer Science, algorithms, learning a programming language etc. please tell me in the comments and I'll provide you with some useful courses in order to get started there.

Honestly I am not familiar with Colleges or Educational Institutional places in Canada but I would think similar to the US a state school or community college would be your best choice. There are also some IT specific Institutions that probably would offer lower cost than a larger University.
