To answer your question, a career goal can actually be both. Sometimes within your career, there are particular things that you would like to achieve for your own personal benefit or satisfaction. Maybe you want to reach a certain goal to prove to yourself and others that you can do something outside of your typical responsibilities/ tasks or maybe you would like to learn a new skill set. Similarly, sometimes you want to reach a particular career goal such as moving up in ranking or position to make more money because you need what something of that manner would offer such as money or further education and certifications. I like to believe that most often, it is a combination of both wants and needs which allow us to challenge ourselves to do our best and try new things within our career paths.

I view career goals as 'wants'. However, sometimes there are stepping stones, or smaller goals that are 'needed' to help us achieve the larger goal we want. All goals can be broken down into smaller pieces, which will you label a want or desire vs. a need or must have.
But most important, be happy with the end goal. It is the passion and happiness that help sustain us through the challenging times of reaching and stretching to meet our goals.

I strongly suggest spending some time thinking about what matters most to you and talking with people who know you best. For some people, they need to LOVE their job. For others, their top priority is security for themselves and their current/future family and they don't mind doing something they may not love as much to get that security. I'm not saying you can't have both, but everyone has an unique set or priorities, and you have to figure out what is most important to you.
