I am looking for some recommendation for colleges to go to for digital arts to become an animator?

My friend is an aspiring animator and went to Ringling College of Art and Design in Sarasota, FL. In his program, they had a capstone project that resulted in a short animated feature-film. I definitely recommend checking it out!

There are plenty of great colleges out there to teach you digital arts/animation. My best advice to you is to make sure you go to a college that is regionally accredited. Also, make sure you look for an array of degrees. Some graphic design degrees may offer relevant animation courses while there are also digital arts programs, animation programs, motion graphics programs, and so much more. I personally got my Bachelors of Art in Art with a Concentration in Graphic Design at the University of Nevada Las Vegas (UNLV), but now they have a Bachelors of Science program for Graphic Design & Media where you could learn Motion Graphics, Animation, Digital Modeling and more. Also, I believe you (as a student from California) could go to UNLV for in-state tuition prices (at least that's how it worked back in 2013).
