There are a variety of colleges and degrees that involve programming to some extent or another. Some degrees like "Management Information Systems" (MIS) involve less programming, and others like "Electrical and Computer Engineering" might have programming but with a focus on hardware interaction.

A Computer Science Major will prepare you for a career in Software Development aka Programming to build systems, apps etc.

all colleges with a computer science/math department will require programming. it is what you really want, just want to become a programmer probably not worth the 4 year in CS. to be good with programming, one needs to have logical mind, have a keen observation, good at remember things that works and not work, and willing to read/learn/try lots of stuff on the computer.
