This is a great question !
I suggest completing cosmetology school first. Acquiring your license first will allow you to work in salons while you attend business school. This will also give you time to build t your clientele and you can learn the in's/out's of the beauty industry. Then, when you start business school you will be able to correlate real situations to the things you learn.

Either degree will broaden your experience and knowledge. The business degree will show you ways to create a grow a business, and a cosmetology degree will show you other specific jobs or roles that could help you make money.
I would suggest whichever one you feel able to complete, if you have a passion for one or the other right now, focus on that and see it through first. Either degree will open new doors for your career.

As you pursue your goals, it's important to remember that you will need money, and of course if you can make the connection to your end goal even better.
I don't know if you have researched schools, but finding one with a lot options, on-line, virtual, financial assistance, and off campus activities are all great things to look for.

My answer to this totally depends on where your passions are! If you're passionate about cosmetology, pursue that first. If you're more passionate about business, pursue that route. You can have a very successful career in either one, but that career won't be a long-term solution for you if you're dreading your job each day.
Take some time to reflect on what you truly want out of a career then go with what your heart tells you. It sounds cheesy, but it really is the best way to make the decision that is best for you.
