The "best" is always subjective, so I think you should give some thought to what you mean when you use that term: universities with graduates among the most famous living artists? with graduates gainfully employed in the field of art?? what field of art is your focus (which uni may be the best for art history or sculpture or performance art or curation could be different!)??? which offer the most intern/externships???

There are plenty of websites that rank art schools, you can search for yourself on-line (see, for example, https://blog.prepscholar.com/best-art-schools-in-the-world )

Hi Sriveda! There are many accredited institutions for the arts so it's hard to say that there is a singular group to name as best University for arts. It also depends on what kind of arts you are talking about as there are many professors and alumni that accredit to prestige. CalArts is one of these schools that I heard of.
