This is a very specialized job and requires extensive diving and welding training/experience. https://waterwelders.com/smoothest-path-to-an-underwater-welding-career/ has a list of steps. A list of specialized schools are here https://waterwelders.com/best-underwater-welding-schools/ and it list where they are located. Most are in FL and CA, but there's one in Houston.

I would take a couple of scuba diving lessons locally to see what the underwater experience is like. You could even get a few diving certifications locally that me help you at an underwater welding school.

I'd also take some welding classes or formal training to ensure you like that part of the job. This way you could always fall back on this experience if you get tired of diving.

The Navy has a job field for specifically under water welding. I've heard nothing but good things from people serving in this rate, plus it comes with a nice signing bonus.
