Diploma course in aeronautics costs around Rs 60,000-1,00,000 annually. Any candidate who wishes to pursue Aeronautical Engineering must fulfill the following eligibility criteria:
Aeronautical Engineering is offered in by many engineering colleges in India. Admission criteria for Aeronautical Engineers is JEE Main and JEE Advanced score
The basic eligibility criteria for aeronautical engineering is minimum 70-75% marks in aggregate in PCM in Class 12
Diploma holders in aircraft maintenance engineering can acquire degrees on clearing the exams of the Aeronautical Society of India
For admission to Postgraduate and Doctoral programmes, the candidate must have completed Bachelor’s degree in Aeronautical Engineering
Many institutions like IITs IISc, Science research institutions accept GATE score as admission to Master’s degree the discipline

Yes you can. The aviation industry needs electrical engineers. You could apply for an entry level job in a company that makes aviation components or even aircraft. You can learn about the requirements for airplanes as you work. Ask for a "mentor", someone who can show you all about it.
Of course, if you get training that is specific to airplanes, that would be even better. For example, you could become an airplane mechanic to get more direct contact with the airplane and understand where it all goes. The combination of hands-on and theoretical knowledge is very valuable.
