Technical training would be good for things like welding. For construction, experience! Learning all you can learn about all aspects of the different parts of construction helps a lot.

I used to be a construction and engineering recruiter and while a 4 year degree isn't typically required, it definitely helps to have one as you progress in your career if you want to move up into management. A technical school or an associate's degree is a great way to build a foundation and recruiters even sometimes contact schools to find recent graduates for work. You can also work as an apprentice or find a job that will provide on-the-job training.
