The journey to becoming a surgeon begins with getting a bachelor's degree in whatever you choose. You also need to take some required pre-med courses like chemistry, organic chemistry and physics. You then need to take the MCAT and apply to medical school. After medical school you apply for surgical residency and this will be the first stage that allows you to figure out which kind of surgeon you would like to be and then apply for fellowship. There is no best time. You need to work on meeting the requirements at each stage.

It depends upon what kind of surgeon, if you are uncertain. Sometimes it is best to take required courses like some liberal studies courses that you'll need to have regardless of what degree you pursue. Most premed students will obtain a biology degree, then go to med school, then do a residency and then a fellowship. The length of time you go depends on what kind of surgeon. Orthopedic, cardiothoracic, general, gynecological, neurosurgery, etc. will all require different fellowships.
