Depends on what kind of app. If you're talking about a general purpose mobile apps, XCode and Android Studio are good places to start. For mobiles games, Unity would be a good place to start. Lastly, if you mean more of a desktop app, learning some sort of full stack frame would be good. A MEAN stack or React is good. There's tons of tutorials online on all these frameworks. Hope that helps!
We use Unity to develop a game once and then export to the various platforms we support. It helps to have submitted "native" games in the old days, to know the various rules for each app store.

I think the first thing is to decide what you want your app to be. Once that is decided, you would need to determine if you wanted to outsource the actual creation, or do it yourself.

If you want to make a app, first of all, clarify the purpose of app, choose the appropriate program protocol, and find a quick way to learn the basic language. It is better to choose the right experienced tutor, so that it can achieve good results. Then we need to find the peripheral resources to assist in the small detail design of app, strive for more people's trial opinions, and constantly improve the final effect of app.
