While each state may have their own rules/regulations, I can say in Michigan the following process was followed:
1.) Once enrolled in the College of Education program at your university you meet with an advisor that lays out a plan for you of what happens when throughout your college career.
2.) One of the steps along your College of Education journey is to sign up and take your state's tests for getting licensed to become a teacher and in the subject area(s) that you are majoring in. If you are going for special education, then you will also take additional certification tests for the specific eligibility areas. The tests may only be offered certain times in the year, so your advisor will make recommendations on when it is best for you to sign up.
3.) On your scheduled testing date, you will head to your assigned site to take all of the certification tests you registered for.
4.) You will receive your results from the certification tests, if you need to retake one, you will register again to take it the next time the testing is offered.
5.) If you passed your certification tests, then when you graduate from your University, they will submit paperwork on your behalf or walk you through the necessary steps to apply for your state teaching certificate. The University will state that you have completed all necessary steps to become a teacher and that you have passed your certification assessments.
6.) Your teaching certificate will be sent to you through the mail.
If in college, schedule a time to meet with a School Counselor or your designated Advisor and ask about steps you will take when enrolled in your university's College of Education.

You may be a specialized educator in arts, sciences, technology or other forms of special education by writing certification examination with qualifications regulating or certification organizations.
Montessori Certification or other special teaching qualifications may apply if you are teaching young ones.

Typically applying for your teacher certification will be a part of your degree program. I would start by speaking with your professors because that is part of the service they provide and they will be able to give you some good advice. I would also research the state certifying board, here in Georgia that is the Professional Standards Commission, to see what requirements/processes they have posted on their website. Usually it's a matter of showing that you meet the requirements through your ed program, passing a state test, and paying a fee. Good luck!
