Where would I start to take steps to become a Pharmacist?
When is a good time to start and begin the schooling for becoming a pharmacist?

If I was you I'd get my PCT or EMT, work in the respective fields as they both have a chapter and training on pharmacology. Start applying for community colleges for any major because here's a secret. Your bachelor's doesn't matter unless you're going for a specific job e.g stem jobs, engineering, nursing, etc etc.
They maybe in a year or so look into pharmacy tech jobs, start getting to know what it's like to work in one, keep those grades up and hopefully you'll get into a doctor of pharmacy program!

The best place to start your career as a pharmacist is on subjects like maths, chemistry and biology and try observing by participating in different activities such as volunteering activities such as the pharmaceutical areas.

Best time would be after high school…
Focus on the pre-requisites of pharmacy school: math, biology, physics, chemistry, writing, public speaking. Most schools will require 2 years worth of prerequisite classes that can be done full or part time.
After you complete those requirements you can start applying for pharmacy school.
