Send your resume and cover letter to any (hiring / human resource) manager that you believe can provide you with some sort of experience you desire for your career.

Go to LinkedIn and find out who is the point person - it may be VP of Eng or CTO if you are looking for a technical job.
If it is marketing or sales - it may be VP of Sales or CMO.
By searching for the right point person it shows you do research and care. It does not matter he or she is the person who is going to hire you.
Never ever address a cover letter addressing to “Hiring Manager”. It shows your laziness.

If you're applying to a job ad and wondering who to address the cover letter to, you can always write "to whom it may concern." You can also try to find the ad on LinkedIn, because sometimes the contact's profile will be linked to the ad. Also, if you can Google the company or look on LinkedIn for the name of an HR Manager or Talent Acquisition Manager, that would work too. Good luck!

Instead of shooting your resume and cover letter all over, I would recommend reach out to people and ask for quick 15-minute conversations. You can include your resume and cover letter, but I find networking to learn leads to better opportunities than the black holes of resume applications and shooting off your information before someone cares about you as an individual.
