I've done some psychology courses (via Coursera) provided by Yale Uni, Uni of Pennsylvania and they are absolutely great in a way that lecturers did make psychology really easy to understand and interesting. Thus, I would suggest those two as I believe If you could go to take the degree in person, there is so much more to learn from Professors there. Internationally, Uni Adelaide in South Australia where I am working has one of the most prestigious School of Psychology in Australia. This is where you can learn from Professor Elaine Fox — Head of School who was elected to a Fellowship of University College, one of Oxford's oldest colleges, founded and directed the Oxford Centre for Emotions & Affective Neuroscience (OCEAN) that integrated molecular genetics, cognitive psychology and neuroscience to deepen our understanding of human resilience. Long story short, you may want to read about some School of Psychology in the world and find out who are the people that you could learn from, who will inspire you in the field. Good luck!

Just about any reputable college or university has a psychology department and offers a major in psychology. There isn't a "best" college or university, because what matters most of that you go to a school where you feel comfortable. Check out the institutions of high education in your state or region, find the ones that are accredited by a regional accrediting agency, and then look at what their psychology departments have to offer.
